Barnes appoints undersecretary for legal affairs

OPM Secretary Benjamin Barnes today announced the appointment of Michael Sullivan as Undersecretary for Legal Affairs. He replaces Karen Buffkin, who is now Deputy Secretary.

“I’m very happy that Mike will be joining the OPM team”, Barnes said. “He has a breadth of experience in the legal and legislative aspects of state government that is difficult to duplicate. We were lucky to find someone so well-qualified for the job.”

Sullivan began state service in the 1980s, working in Governor William O’Neill’s Washington D.C. office. Since then he has served as legal counsel to the Department of Environmental Protection, State Comptroller and the House Majority Leader. Since 2003 he has worked for the Attorney General’s office, representing the University of Connecticut in courts and administrative proceedings. He has experience in drafting legislation, regulations and permitting.

As Undersecretary for Legal Affairs Sullivan will play an important role in drafting budget-related legislation, as well as reviewing regulations and state contracts.

“I appreciate that Secretary Barnes and Governor Malloy have selected me for this post,” Sullivan said, “and I’m honored to be working in an administration that is so dedicated to making Connecticut a better place today and in the future.”

Sullivan will begin his new position on February 10.
